Post Shipping By State and Flat Rate Per Order 
Our website offers Free USPS Priority Mail shipping to the contiguous 48 United States & military APO addresses. What I need is to be able to add -- per order, not by item or weight:
  • An automatic single USPS Priority mail rate for Alaska and Hawaii
  • An option for USPS Express Mail at a flat rate

FYI: Our products are lightweight so it is rare that we go above a certain weight, and when we do we are more than happy to not charge the extra postage to our customers.

I'm stumped and will appreciate help.

You can set up custom shipping logic to do what you need.
YOu will need to turn off the SBW module in the Shipping Settings area of the manager and turn on the custom shipping logic.
There is documentation on custom shipping logic in the 'protected/DOCS' directory of the store.

If you need more help, give a holler...
