agora.setup.db
this is a plain text file. do not check "always open with" if double clicking the file to open. uncheck "always open with" if there is a check in the box by default. edit with notepad or another plain text editor.
upload and download in ascii.

$sc_cookie_days = 90; # cookie lifetime, not cart lifetime

if the site has tons of hit this should probably be reduced. cookie storage can add up to a lot of space on a really busy website.

i think you're referring to the cart lifetime. this is set by default for 12 hours. you can reduce the time but be very careful! if set too low ppl wont be able to checkout. and if set slighly higher than too low it becomes an inconvenience.
if you're having problems developing your store because of past carts then delete your browser's cookies then close the browser then revisit your site. you will not have a old cart if your cookies are gone. if, you still have an old cart then you have hardcoded a link with the cart_id, your browser's history has a cart_id or your bookmark has a cart_id.

to adjust the cart lifetime then edit this line...
$sc_number_days_keep_old_carts = 0.5; # cart lifetime in days
1 would be one day.
0.5 would be half a day
0.25 would be 1/4 of a day or 6 hours
and so on.

Great I knew it have to be somewhere thanks again.
When I clear cookies it goes away but if I don't even 24hrs later the cart is still there so, I would like it for 30 minues or less since it's a small cart.
