Cart Contents Display Table Layout

Post Cart Contents Display Table Layout 
I am having trouble with this. I have changed the header background color for the Cart Contents Display Table to #CCCCCC but it does not change in my cart. It just stays the default color which is I think #000033. Please go to the site and look at it. www.smartsilicone.com/store If you put a number in the quantity box, then click "add to cart", then click "check out", you will see that the header background color is #000033 and not #CCCCCC. Then, if you click "complete order" the header background color does go to #CCCCCC. So it is working for the form page but not for the view cart page. PLEASE help.

well....
i dont see any problems other than it apprears you're not using a header or footer not even secure header or footer and that you don;t have ssl configured.
the only bg that applies is that black bar. you have a bg img on all pages.
so not really getting what you're talking about.
