Handling Charge Percentage

Post Handling Charge Percentage 
I want to charge a flat rate fee of $5.00 for shipping. However I want to change the handling charge to 3% of the total. Is there a way to do this or do I have to set it up in another section other than shipping?

Do you have version 5? If so, you can set that up easily in the shipping settings manager.

Thanks for your speedy reply. I have Agora 4.0 installed. I use ipowerweb.com and they have the install link. I contacted them and told them there was an upgrade to Agora 5.0 and they said they would not be updating there site and to use 4.0.

Yeah, iPowerWeb... typical answers... they don't know much or really help much.
Sorry, but I don't like them as a web host, they seem to cause more problems and deny responsibility. ( I spent 22 days pulling my hair out while they never fixed my issues... Switched web hosts a voila! everything worked just fine...)

You can install v5 all by yourself, you don't need them.
But, you do need to put it in the cgi-bin on the server, though.
