error: USPS shipping does not calculate

error: USPS shipping does not calculate

Earlier today I was filling out a dummy order to try to diagnose some other problems with the store. The business is currently running a free shipping promotion on some of their products. I put one product in my cart and as I progressed through the checkout process I selected USPS Priority Mail as the shipping method. When I clicked to submit the order, I got the error message "USPS module error: shipping cost not determined!"

What could be causing this error?

Are your USPS settings all set up?
You MUST have a username from USPS to use their web tools...

the production URL is currently: http://production.shippingapis.com/ShippingAPI.dll

To register and accept the license agreement, would they need to sign up for a Click-N-Ship account on usps.com? Or is it some other kind of USPS account?

And I assume that USPS would let us know the URL we should use once the account has been switched to the production server?
