Adding a menu with sub-menus

Post Adding a menu with sub-menus 
I need a dropdown menu on front page of agora cart
Can this be done? I want to condense 20 catagories into 5 major catagories with 4 sub-catagories in the store shopping cart.

It would all need to be hard coded, but could be done.

While this will work, if the visitor has javascript turned off, NONE of the navigation can be seen.

The example site specified in the above thread is probably a better solution, but again, anything that is done in javascript will not work if the user has javascript turned off in their browser.
