SBW and Free Shipping

Post SBW and Free Shipping 
Is it possible to use the SBW option and have free shipping for orders over a certain dollar amount? I sell teaching resources and offer free shipping for orders over $19.95. For orders under this amount I would like to use the SBW. Can I do this and if so could you please tell me how to set it up? Thank you!

Turn on the custom shipping logic in the manager and place the following in the custom shipping logic box:
Code:

@sc_shipping_logic = ( "|19.96-|||0");
#
$shipping_price = &calculate_shipping($temp_total,
                  $total_quantity, $total_measured_quantity);

I put the code in the custom shipping logic, but it is still charging shipping for orders over $19.95. Do I have to turn off the SBW module? Also, is there a way to add FREE SHIPPING to the drop down menu on my order form? Thanks in advance for your help!

Did you turn on the Custom shipping Logic?

You can have a Free Shipping option in the drop-down list, just add an option to the order form for the free shipping.

I have some questions. Yes, I do have the custom shipping logic turned on and I have the SBW option turned on because for orders under $19.95 I wanted to use the SBW option. Is this possible?

Also, in my offline order payment form I do not have an option for free shipping under shipping options. Can I add one? If so, how?

Not sure where to go from here.... doesn't seem to be working unless the customer would select an option...

Anyway to add an option it needs to be added to the order form.
Just put in the following after the agorascript-pre shipping options:

<option value="Free Shipping (freeship)"> Free Shipping
