I'm testing out my cart, and when I click the [Complete Order] button I get re-directed to
http://www.agoracart.com/cgi-bin/store/agora.cgi

Where is the html for this?

You have not completed the Payment Gateway setup in the manager.

Log in to the manager and click on the Payment Gateway link to access the settings and complete the setup of the gateway.

Post "Check Out" link redirected to "Restricted Ar 
Having a simlar issue but what is hapening to me is the "Check Out" link on every page is somehow linked to a "Restricted Area" page (obviously an index.html page somewhere. Anyone have any idea where to edit where this goes and how to get it to the right place? Here is a direct link to a page that shows the "Check Out" link :

Check the URLs that are set up in the manager.
There are 2 places where the SSL/Secure URL are set up.
manager -> Program Settings -> Main AgoraCart Store Settings
AND
manager -> Payment Gateway

One, or both, are set to:
https://host134.ipowerweb.com/~bootydad/cgi-bin/FreakClub/html/images

It needs to be:
https://host134.ipowerweb.com/~bootydad/cgi-bin/FreakClub/agora.cgi

One other question (if you can help me again): On the second part of the checkout process where it is "Step Two"; How do I edit the test and the light blue color of where it says to click "Secure Orderform"?

The light blue color is coded in the AuthorizeNet-order_lib.pl file.
Test mode is handled in both the Payment Gateway area of the manager and in your AuthorizeNet control/manager panel at Authorize.Net.
