Deny Shipping by State...

Post Deny Shipping by State... 
Very Newbie so if this question has been asked before, please forgive. Just point me in the right direction. Thanx.

Looking for how to define Agora so that it will deny shipping by state. Long story short is that sales taxes in OK are based on destination and even though I understand Agora has tax logic, the 450 tax entities in the state make cost/benefit for creating and maintaining this logic based on my sales volume severely slanted on the side of 'You gotta be kidding!!!'

you can get in big trouble charging too much tax for any order, as you know. however, if you charge too little then you have to make up the difference.
if you do not want to create and maintain a tax array based on zip code (as california does. yours maybe different) then determine the area with the least amout of sales tax and charge that for your state sales tax. the spread maybe only 1 point or so, so any difference maybe so minor it wont hurt. if you find that intrastate sales is costing more than you're willing when it comes to making up the tax difference then there are ways to pad sales to even losses out on overall sales.
to create an array would intitially be a little work but maintenence wont be so bad. it's usually an annual update and generally not across the board changes.
i wouldn't deny sales to "locals" for tax purposes but then again be careful with taxes. the beast wants it and will eat you if they find any problems.
so, i guess the question is, are you sure you want to deny OK sales?
