How or more appropriately where do I add UPS Worldwide and FedEx Worldwide to the shipping method drop down menu?

You add them in the order form. This is in the directory html/forms...open it for editing, in V5 the place to put in your shipping will be marked with "ADD SHIPPING ITEMS BELOW THIS" or something like that. Just be sure to add them in the same format as the others that are already there.

And, be sure to download/upload your files in ASCII. Good luck!

If you are using version 4 of AgoraCart, neither of those shipping methods are available with the current API's.
Version 5 only has the UPS Worldwide available. FedEx is not available for either version.
When the FedEx module becomes available for AgoraCart, it will be for version 5 and be a Premier Pro Member w/Booster Pack module.

If you want to use those methods you will need to use custom shipping logic.
But, with either version to add the options to the order form, you will need to edit the order form directly. Order Forms are located in the 'html/forms' directory of the store.
