State Tax with Default Custom Logic for City Tax

Post State Tax with Default Custom Logic for City Tax 
In the Tax Manager, for testing, I have selected NY and .8 as the tax rate.
When I go to the Checkout it was showing the tax as "Sales Tax (statehere):" with the 8% tax on NY orders.
Initially I was wondering how I would have it display the state instead of "statehere", then I figured out that was in the Store Layout section.

Then... I was trying out the Custom Logic with default tax rate, city set to "Scotia" and "Display Name" set to "City Sales Tax". I got it to work for "Scotia" orders, but now it's not charging the 8% NY tax on any other cities or Scotia. I tried turning the Custom Logic off like before when the 8% worked, but it still is not charging any tax on NY orders. For now the Custom Logic is back on.

I'm making the assumption that the cart should charge the NY 8% on all NY orders, as well as the additional 0.14525% for Scotia orders. Is this wrong?

Any ideas?

(I know that NY has very different taxes, I plan on purchasing a Pro soon, I just want to understand how these 2 tax fields function)

Can anyone please help me with this?
It has me in a standstill and I'd like to continue using Agoracart but without support I'll have to look for alternate solutions. I understand community supported software does not come with immediate answers but it's been quite a while and I have not heard anything.

It looks like it is calculating and adding the sales tax & city sales tax.

Problem is that the custom shipping logic does not make sure that the state is the one specified so that only the cities specified in that state get the extra tax.
This can be easily remedied by editing the custom shipping logic something like:

$sc_city_tax_variable = "Ecom_ShipTo_Postal_City";
$city_variable = $form_data{$sc_city_tax_variable};
if ($form_data{'Ecom_ShipTo_Postal_StateProv'} =~ /NY/i && $city_variable =~ /Scotia/i) { # replace city name with yours
$city_tax = ($subtotal *0.014525);  # replace decimal values with your tax amount
                 }
