Your store header has info in it that MUST be removed. It is probably causing a cross-scripting problem with your order form.

Javascript needs to be put into its own .js file and linked to.
There is a box in the "Store Design-CSS Editor" for placing the link to javascript, meta tags, etc...
Also, extra CSS styles can be added in this same editor page.
Correct this problem and then see if your PayPal issue goes away. Also, make sure you remove ALL javascript scripts from the store header and secure store headers.
