Post Shipping to select cities only... 
I'm creating a cart for a Winery and wine can only be shipped to certain cities. Is there a way to setup the state option to only show these cities (ie CA, UT, AZ, & TX)

You can edit the html form file associated with your payment gateway.

/store/html/forms/

In the forms folder there are html files associated with the payment gateway you are using. The states are listed in these files. I believe you can edit out the ones you don't want. Make a backup of the file first in case your payment gateway needs all the states listed. If the file doesn't work after editing, replace it with the backup that has all states.

in addition make sure you include both shipping and billing ship to state in the required fields, if necessary.
also, before checking out i would force them to go through viewcart before reaching step one. add info to that screen that informs ppl which states do not allow alchol by mail. you may also want to add links all over the site with something like... "Can We Ship To You? Click here to find out whether or not your state allows us to sell and ship to your destination!". then ppl wont have to go through all the hassels of selecting a product or products only to find out after 15 mintues or half hour or more selecting stuff that you cannot sell to them.
also, will you be selling unrestricted products? branded cork screws, bbq cook's bib, branded glasses and snifters... stuff like that. if so then do not prevent someone from placing an order. other means will have to be worked out.
