weight units / decimals

Post weight units / decimals 
This may sound elementary, but what weight units do I input for the SBW module?
Could I use decimals for smaller weighted items?

Example: Ounces to Pounds
1 oz = 0.0625 lb
2 oz = 0.125 lb
3 oz = 0.1875 lb
4 oz = 0.25 lb

could I enter 0.25 for weight in the product description?
This facors when using USPS

Yes, you use decimals... But, it is best only to go 2 places past the decimal point.

Why? Assuming I set up ranges of weights for each shipping charge, would Agora have a problem adding 1.375 and 0.25, getting 1.625 and realizing that goes in the 0.75-3 range? <just picking numbers at random> I have a lot of very light items that I'd like to calculate shipping for by weight, so I'd really like to be able to enter 0.0313 lb for 1/2-oz items to keep the calculations as correct as possible. But I don't want to shoot myself in the foot.

Agora doesn't really pick up the weights beyond the 2nd decimal place.
