Post Shipping by percentage? 
Is it possible to charge a percentage of shipping instead of by weight :?:

Yes, you will need to use custom shipping logic. Instead of a straight cost in the logic, just input a percentage.
Be sure to check out the file mentioned by Ralph, above.
