Not that I am a Guru, but do you have all of the upgrades in the upgrade manager? There have been many changes to USPS over the past several months that generated upgraded shipping modules.

Yes, that's normal now. PayPal keeps changing what their landing page looks like and that's what it's like now. Below that login area is a link that says:
Don't Have A PayPal Account?

PayPal does ask you to login. It also has a link below that where it says if you don't have an account (or don't want to use it) you can proceed without it.
