look at all error logs.
in order to run FTP5.cgi you need to connect out from your local server to mr ed's internet sever. that's a big leap for most local severs. moduals for local severs can be different from production servers. for example lwp simple may exclude lines of code, different settings for switches or even lines of code preventing such tasks.
best bet is to install on a production server, do the updates then download to the local server. either that or just download the complete comressed program then unpack in the directory of choice. then set up for local use. you can run and edit locally then upload files in the proper mode to your production server.
also be aware that files and folders maybe labled as read only so in some cases this may present problems. for the most part though not to worry but just keep it in mind.

btw, i'm going to be doing a tutorial on installing and using xampp (pronounced zamp, i think LOL) on winxp pro. i'll be covering installing, shebang issues, virtual domains, sql, php, send mail and the like. so you'll be able to access your site or your client's sites locally by their tld. this is really great so one doesn't have to be messing with a live site. it is not without considerations and issues but for the most part it's really cool. i have over 100 fully qualified domains on my pc... 99% client's sites.
so if you are looking for a local solution that works then consider joining the pro group.
