Shipping calculation is acting strange

Post Shipping calculation is acting strange 
My shipment calculation charges too much for any and all methods.
I've tried everything. I'm not using Fed EX because it does not work, but UPS should.
Please let me know where I went wrong

How do you know that the amount is too much?
Do you have a handling fee set in the shipping settings of the manager?

The handling fee is 2.00.

I live in California and a customer had 11.00 for one bottle of lotion
sent to a very close california location

Did you check the rates at UPS website?
Be very specific.
Exactly, which product did they order?
What is the origination zip code? Has it been set in the shipping settings in the manager?
What is the destination zip code?

I don't believe that the API is calculating improperly. The rates come directly from UPS.
Whenever we run into things like this, it is usually a setting somewhere that got missed.

For Pickup I changed to the Letter Center Option.
Is customer counter the place where you stand in line to ship your product or is the letter center the place?
But I dropped 25 cents when I switched.

I just went to the UPS site to calculate the shipping to make sure things were being calculated properly based on UPS' rates.
Everything is correct.
How do you ship your packages? Do you have a daily pickup? Do you take them to a Customer Counter where you pay for the shipping at the counter? Do you print and pay online and then drop them off somewhere?
Each of these different ways of handling the packages incur slightly different rates from UPS.
We don't make up the shipping prices, they come directly from UPS. AgoraCart just connects to the UPS site to retrieve the rates.

If you want to find out why it costs so much to ship, you'll need to speak with UPS.

suggestion. offer both ups and usps. there are so many variables and things now (like the high cost of fuel) ups is not the deal they used to be. they are much faster when shipping over long distances than usps but usps has cheaper rates in many cases. priority would have saved them 3 bucks or so.
