Yes... Apache, as long as it has perl installed, and you know the Perl requirements... i.e. can only be run from cgi-bin or from anywhere.
php and MySql has no part with agora

in addition to the above agoracart can even be installed and run on apache for windows with perl of course. on my windows machine i do all my accounts locally then upload the changes for the least amount of headaches and live website down time. i even call the websites locally by their fully qualified domain name. this is cool because i don't have to mess with loopback and except for ssl url the agora_user_lib.pl file is totally interchangeable.
agora won't work out of the box on a windows server.
